Abstract

The aim of this study is to determine whether the statements in the strategic plans of secondary education institutions in Bingöl regarding the current situation analyses, vision statements for the future, values, goals and action plans, and statements in the monitoring and evaluation phase show similarities and differences in the strategic planning process. Qualitative research methodology was adopted in this study. The study group of the research consists of 15 strategic plans for the years 2019-2023 published on the official website of Bingöl secondary education institutions. Since the population was large enough to be analysed, a sample was not selected from the population. The data in the study were obtained by downloading from the official websites of the schools with the extension "meb.k12.tr". While examining the strategic planning process, the sentences were compared among themselves, similarities and differences were revealed, summarised and interpreted. Strategic planning is compulsory in primary and secondary schools in Turkey. However, this kind of planning process is opposed in Turkey because it increases the workload of teachers and administrators. Therefore, there may be a lack of support for strategic planning and reluctance among employees. As a result of the research, it can be concluded that strategic planning implementation in secondary education institutions has not been effective so far. Since strategic planning is not yet fully understood by school leaders and teachers, many problems arise and this does not yield successful results.
